You'd have to contact the people who work on that website (unless someone here knows) as this website is compltely unassociated with osu
I'm not sure they continue to add skins anymore, there wasn't any skin last month...

Cyperdark is behind all of that. You have to get in ck's server and apply, you need to make 2 og skins minimum and get approved to upload
