2. The OT! Court and the theoretical indictment
The constitution itself doesn't specify how to handle with the breach of that specific article. However, it stated that
The constitution also specified how to indict the president
We do not have a precedent for indicting a president yet. The OT! Legal system has a Jury. So it's up to them to decide. You can read more at Section B of the constitution

A Statement
I, as a Chairman of the largest party in OT! Which represents weebs, am not going to use the findings, which will be presented below, to indict the president. We have more than one failed attempt at changing government peacefully so we kinda gave up on that idea(for now). But as a law-abiding denizen, I think it'd be in the public's interest to publish the findings1. How?
Now let's look at last two presidents of OT!The constitution wrote:
XXXVI. Before entering office, the president shall swear the following oath: "I solemnly swear that I will rightfully execute the Office of President of OT, and will to the best of my ability, preserve, protect and defend the OTConstitution."

Generally, constitution is considered the highest law that governs an entity subjected to it. Therefore, theoretically, if someone can file this complaint to the OT! court, it should, in theory, be count as a valid case.The Constitution wrote:
XV. The OTCourt's duty is to fairly judge disputes amongst denizens of OT in accordance to law and make sure that punishment is dealt should it be necessary.
XVI. In cases brought to the attention of the court, the OTCourt has the right and duty to check that any actions taken by the government regarding the matter, doesn't conflict with the constitution.

3. The Intepretation of "High Crimes and Misdemeanors"The Constitution wrote:
XXXVIII. The president, and all other civil officers of OT, shall be removed from office on conviction of high crimes and misdemeanors
