I want some ideas for a skin I wanna make can you guys recommend some?

I'm new in skinning so please respect me I don't have experience at all. So I still have questions.

What app should I use in making skins?

Why does my hitcircle always seem so big that it looks bigger than sliders (when on sliders)?

it's a matter of preference, but I particularly recommend photoshop to make skins.

about size, I recommend that you 'copy' the size of the existing files in the skins.
It's ok to have a skin to serve as a base.

There are multiple viable editors (photoshop, paint.net, gimp, figma, etc).
  1. figma: only viable really if you want to do minimalistic/vector stuff
  2. photoshop: its PS, what else do i need to say
  3. paint.net: a beefed up ms paint
  4. gimp: has more features than paint.net, but is still quite a bit behind PS
I recommend that you check out the tutorial if you are struggeling with other aspects of skinnning

Photoshop is the one I am familiar with, and its been quite easy to use.

You can also "Design" with MS Paint, but that doesn't mean you should use it for that
