You could just download skin that contains the element that you want and then copy paste them into an empty folder in the skin folder of osu!
Any element that is not present in a skin will have the default skin, so if you just for instance, copy paste the hitcircle from another skin in an empty folder in the skin folder, the resulting skin will just be the normal osu! skin with the hitcircle of whichever skin you copy pasted it from.
You could probably also do the reverse and download a skin that has the elements you like and remove all of the element you don't like from it.

i just wanted some minor changes to the skin not the minimalist shluck in the 19 skins i have tried, its like how i love xbox 360 controllers but every time i get one i cut out the rumbling packs
