she isn't innocent. she knows exactly what kind of community and fans they're creating and they directly build their content around appealing to those people. Its very much intentional, no girl livestreams on the internet this long without figuring out what their main audience is like, especially one thats playing a virtual anime girl.

Actually, most of the fandom of the Vtubers I follow are really nice people. But yes, obnoxious fans and stalkers are everywhere.
People follow them not because of the anime avatar, but for the contents that they provide. It's not dissimilar to how you follow a normal Youtuber.
Vtubers are people irl too and the avatar lets them interact with their community without sacrificing their anonymity.
And most if not all of the Hololive Vtubers have had their identity leaked, like their face, houses and such, but their fans have helped protect them from stalkers and creepy people by calling out those behaviors have actively helped them conceal their identity. Sure, since it's the internet nothing gets deleted permanently, but you'll have to dig for those information.
The point is, most people that watches Vtubers are just normal people who enjoys Vtuber contents.
Sure, there are toxic fans and obnoxious people in the fan base, but they're the minority, not the majority and the Vtubers themselves aren't responsible for those people's actions.
Personally I enjoy Suisei's content because I like her singing and she seemed like a hard working person. She went from being a solo Vtuber who can barely earn any money and gets rejected by agencies everywhere because they thought that she wasn't talented enough to a member of one of the biggest Vtuber agency.
Sure, you can argue that it's just an act and it's all made up to impress people and I cannot prove that it's not the case. However, from what I've seen, what I've heard, it felt genuine and I think a lot of people would agree with me.
