Funny thing is, this is how the osu! arcade is set up. The thing is that the screen size/playfield and skin are standardized, making it suitable for standardized competition like most bemani games.
Either that, or we have to find ways to put a mouse/tablet on an arcade controller, with a permanently preset setting. Which is pretty hard even with commercially available Wacom SDKs. Then peppy can start collecting osu! coins for real.
EDIT: The closest thing I can think of are air hockey paddles with Wacom sensors inside. And a built-in digitizer pad on the console table itself...
