For anyone having trouble with RTPP since the osu!halloween update, here's what I did to fix it. Go to the RTPP Github releases page and download the newest version. Before unzipping, ensure that the folder is unblocked:
I hope this helps! I can provide screenshots if anything is unclear.
EDIT: It appears that there are two problems at play here to cause confusion.
Firstly, "plugins update" seems to be updating incorrectly to ORTDP v1.6.4 I'm not sure why this is occurring, but that is what is fixed above.
Secondly, there appears to be a disconnect between initiating the in-game overlay and starting ORTDP and RTPPD. I'm nowhere near qualified to understand what the problem really is. However, I have found that resetting the language files in your language appears to fix the problem until you close the osu! Application. I don't know if this is enough to identify the problem, but I hope that this helps people fix their overlays until a patch is released.
Copy all of the files over to their respective folders in the Sync folder. Make sure that you copy all the language files even you aren't using them. You may need to restart Sync a few times for the changes to take effect.- Remilia wrote:

2. Find a section name 'Security' and unlock this archive in 'General' page.
3. Click 'Apply' and 'OK'
