Is beatmapping an art?

if it is indeed an art form, would that mean mappers can be considered "artists"?

That depends on who you ask. As an educated individual, feel free to read the Wikipedia page on Art and come to your own conclusion on if beatmapping is art form or not.

Art is a creative activity that expresses imaginative or technical skill. It produces a product, an object. Art is a diverse range of human activities in creating visual, performing artifacts, and expressing the author's imaginative mind. The product of art is called a work of art, for others to experience.
The definition above was taken from the Simple English Wikipedia.

A more boarder question would be "is level design art?" since by definition level design imposes certain restrictions upon the creator. If you're creating a level that could be automated by machine learning, such as maps that maximize pp, then are you creating art or simply performing slave labor for the ranked section?

The same can be said about music and other arts since a lot of music and digital art "turns out" a certain way to maximize views / plays / revenue / acceptance / etc. Are those creations still considered art? Or are they simply a means to an end?

I think the "manufacturability" of the content can be a bit complicated aspect by itself already. For example, I believe people have used machine learning to compose like Bach. I don't think there's many people who in their right mind wouldn't call Bach art. Then, if AI makes mostly similar music, is that art?

Though I suppose the "reason for existence" is also a factor with it. Manufactured content for a video game surely does ring a bit different than manufactured content for purely musical enjoyment, doesn't it? I suppose this is also something that rustles my jimmies about the kind of "minmaxing art for commercial purposes" you also mentioned
