in consideration to the molecules that comprise water (commonly known as H2O), each and every molecule occupies the top and front sides of each other molecule.
as a result, this would allow for each molecule of water to "cover" one another molecule, regardless of if that molecule was being "covered" by another molecule and that one by another.
ergo, because every molecule that comprises water is thus being covered by another molecule, water can thereby make itself wet as it satisfies the defining factor of wetness (being covered in water or another liquid) and cover (putting something on top of or in front of another thing).
