DEBATE: Should locks be high-effort?

Consider the following. Any thread requires effort. Some effort. You have to think of a title and put something in the thread. Maybe an image. Multiple images if you're brave enough.

But to lock a thread is to click a single button. Is it really fair to simply lock a low-effort thread with an ever lower effort lock? Is it difficult to put a little something? Likewise, if the thread was high-effort, you have to combat it with an equally powered lock or else don't bother.
