In a skin, you can use 2 elements to make a HP bar:
scorebar-bg.pngfor the backgroundscorebar-colour.pngfor the gauge (which gets cropped according to your HP)
scorebar-bg.png an invisible picture (1x1 pixel transparant image), and just draw your HP bar full on scorebar-colour.png.
