As for the kind of touchscreen; based on the few touchscreen computers I came across, ELAN seems to be pretty common (pretty sure it isn't advertised as a hardware spec in most cases; someone would have to poll USB info on whatever computer you look into to verify it). The one I have seems responsive, and under Linux it claims to run at 1000Hz.
I use a HP Pavilion P120NR x2 (Amazon appears to have the last one for cheap; usual price is $600+). A 13" tablet is pretty large, but fun for osu! :p
