- BoA - After doing some research I came to a consensus on this one asian wiki never fails, USA born in Korea, and Japanese Artist as well and role in other things
http://asianwiki.com/BoA and of course you map a lot of her songs so I'm going off a hunch - Kitamura, Eri Since she is the only one out of the 4 in Mahou Shoujo Madoka that I've seen you have seen, so based on that information I will say this person is on your list because of how well she sings for other Mahou Shoujo series as well
I have to go with this because she can be interpreted as an antagonist, since she did turn evil, PSYCHO WITCH. + she has crap ton of songs and vocals to come from - LiSA- Just because you said "singing voice for a fictional band's vocalist in a 2010 anime" She sang for an indie band in 2010 and I came up with the conclusion that is her. She soon starred in Angel Beats to sing, despite what you said upbeat that was later in the future, her debut for this anime got her that far but in the anime of Angel Beats it was pretty mellow and soothing.

l0l ok just to explain a bit: i asked a chinese friend of mine who's fanatic about VA stuff, and he took like 3 secs to guess amamiya sora (he wasn't sure though, he said he didn't check her ages), and i posted in a group where handsome and vinxis are in so vinxis got the answer to post
i didn't want a ticket or something though, just wanted to know who that VA is, you can just mod vinxis' map and end this thing lol
