Just as you said, the sounds which support notes to be finisher are a bit lower than 01:16:307 (340,341), but I'm sure there are emphasized percussion sounds that are enough for those notes to be finishers.
Also, the section 01:16:015 (339) - 01:16:893 (342) doesn't have any other sounds where notes can be placed. I feel that the section would be too quiet if those notes weren't finisher, so I don't adopt your suggestion sorry ;(
