Timing : some Sv on Maximum and Hard, try to reduce 1.5x usage like here :
00:12:389 - , 00:57:958 - and so on, maybe reduce it to 1.2 or smthg, and ask some other player to see....
if its annoying to be play or not D: , you dont want any SV issue right? XD same here.... thts why i suggest to consider change it or else.

Note Check : 8K Another and Hyper... have some serious ghost note... no sound and no hitsound,
not an issue for me, but might be an issue for QAT, be careful, i suggest remove this kind of note, like Maximum that doesnt map it....

if you want to reduce, u can reduce the BG size thou.... not this hitsound into mp3 ^^

let me give you my answer to your 2nd question about the use of scratch in BMS/IIDX first.
In IIDX, scratch notes are used for not only cymbal/crash, but also, for examples, voice sounds or even bass drums as well.
an example

voice, SFX, and cymbal are assigned to scratch.
is this song too old to you guys btw?? :o

that style is often seen in Insane BMS, and as far as i remember, there is no IIDX chart used that style.
As i said, however, those notes are not hard to play, so I'd say, scratch notes in this map is not a problem to cause DQ.
