It depends on the body you know.
But first, you have to define what small or other size really meant. Since size changes with height. For example if someone is sort then what define as medium for a tall girl will be big for short girl. With height, your weight also matter since combination of skinny girl with big booba is bad in my opinion.
But there is another thing which is a big factor and that is the shape of it. Don't wanna go into details but shape also a factor when deciding what size is good. I prefer wide root.
Height - Size
Tall girl - Medium-Big(at a limit)
Medium girl- Medium
short girl- Small-Medium
At the end of the day it does not matter what shape or size it is. Since the main thing matter is the girl behavior.
