What do you mean by the game calculating BPM of a map? Like a sepearate BPM value in every map? If that's the case, no, it's not the game, it's manually input to the map by mappers.
For calculating the BPM (?) of your click, you can just input the time inbetween each 2 clicks (by either seconds or miliseconds) and then just take 1s or 1000ms (depending on what unit you're using) divided by the one you found ealier.

To calculate Bpm first you need to calculate the hypotanuse of a wave length. Once you found it you have ro slove the seven riddle that will unlock the gate to the great tango king. Only after that you have to duel him and only then he will tell you the secret of calculating bpm.
It's mostly tapped to. You can then do finer adjustment by slowing down the map in the editor, and changing the value manually until it sounds about right. That's what I do, anyway.
