I can list a thousand of reasons to not put it on 1/16 snap(jk-ing lol). Well as hutu says, vocal notes cannot be 100% accurate. Furthermore, putting it on 1/16 snap not only ruins the sighting reading, since the LN is a little bit off, but also make it actually harder to hit accurately.
00:44:820 (44820|0,44873|1,44927|2) - I'm also kinda sure that here is something wrong in the snapping because the sound of the 2nd note is already played before you even press it. So..? Again piano note cannot be 100% accurate. Referring to my insane difficulty, you can actually find that the exactly snap for the piano is 1/8 and there are overall three piano notes here, with the one in the middle quite inaudible. I choose to strictly follow how it flows while victorica, considering players cannot really hear the one in the middle, goes for the more audible two notes. Yes you can definitely argue that they are off in editor with 25% playback, but I don't think it will make any difference for players.
00:45:570 (45570|0,45641|1,45712|2,45784|3) - uhh i'm unsure here. The 1st note gets already played but the guitar starts way later also it's not really clearly 1/6 i think 1/8 would fit here more. Same as above. I see no problem with it, especially while playing.

To be honest I kinda agree with you. Mini jack is valid, but not necessary here. But this is not a serious issue by any means and I respect his choice. He is much more experienced in making 4K charts than me, and, yeah, he must have his own reason to put a jack here.

I'd like to point out some things before pushing this to the Qualified section again.One other thing. Snapping errors:
There are some snapping errors contained in this map that inaccurately follow certain instruments in the song. They may not affect gameplay as much, but they're still errors nonetheless. So, I've compiled them all to one piece for convenience. Be aware that all of this applies to all difficulties in the map in some way.
00:21:784 - what the
This sounds like 1/5, but osu doesn't support that kind of snapping.
For this one, I'd put 00:21:784 - 175BPM with x0.8 SV and back to 00:22:641 - 140BPM right there so the snaps correlate to the violin.
Be careful about snapping the violin notes to 1/5, though, as there are other notes beside it.

I do understand the point that snapping should be as accurate as possible and it is your job to spot errors like this, but after careful consideration, I still prefer to keep the snap unchanged for the following reason:
1) The 1/5 snap you pointed out doesn't make any sense theoretically. 1/5 snap indeed exists, but very rare and very unlikely to be the case, especially for this song: a very standard J-POP with simple rhythm and construct.
2) Snap detecting is very subjective. While you do believe that the "exact" snap lies on 1/5, all the modders, I myself and BNs think the current 1/4&1/6 snap is already precise enough.
3) Even tho if the snap is really 1/5, it is impossible for players to identify the snap difference between 1/4&1/6 and the one 1/5 you pointed out. For them, all they could hear is a continuous, uniformed violin trill, but not a trill mixing with a 1/5 spike in the middle.
4) Adding an independent timing point right there will heavily affected gameplay experience. The extra bra line and the "slightly off note(? sorry I suck and English...)" definitely messy up the reading. One of the reason why we propose accurate snap is because players can hit the notes accurately with the music, but adding a timing point and snap a single note in a trill to a weird position really offers no benefit but results in more 200/100s.

Timing and Offset:
It may just be me, but the map is at least 2 ms off from what I'm hearing. Ugh this is like a "tick rate 2 fits more" suggestion. Keybro can have various input delay up to 5ms or even more, monitor, audio output device and many have. Even the local offset setting has a minimum interval of +/-5ms, and offset itself is a very subjective thing. I don't know how you catch this, but please allow me to remain the offset unchanged...
01:08:820 - (on Insane difficulties) This is an unnecessary timing point that doesn't change any elements in the map, so it'd be better to get rid of it.

Be sure to apply the mod first before applying any timing/offset changes!
Or if you'd really like to stick to using x0.3, replace x1.5 with x1.7 for a normalized scrolling speed and easier readability. The jumps will be a bit harsher, though, but it should be pretty manageable.
As for victorica's 4K Insane, try to stick to using x0.5 and x1.5 SVs or x0.3 and x1.7 SVs and be consistent with using them so your map is easier to read and to play through.

For the record, I asked someone to confirm if there really was 1/5th at that time. I really thought it was just me at first, but they went back and told me it is 1/5.
Now, I still believe that that particular snap is in 1/5 (or close to it), but since osu! doesn't support that kind of snapping, I guess it's better to leave the snap as it is to favor more on playability rather than being correct with it.
I'd say I was being a bit too strict there, so I'll be changing my ways of how I handle qualified maps and not be too strict about it.

Consider moving this note to 3 so this part does not look out of place from the others. move notes around instead. But do get rid of the mini-jack pattern.

Even if it works better, I'm still concerned about how big the gap is between those two points. It's a bit too sudden for the player to catch on, and it'll take a handful of tries for a player on this level to even hit it semi-accurately.
