Again glossing over the essential part of my post. The whole point was, that they cheated back then. What you do, is taking this giant leap in assuming that the same does and will apply to the present and future. Don't get me wrong, I don't think everyone who hacks should be unbanned, because like you say, people will just hack knowing that they will get unbanned. People should only get unbanned if they are actually repentant.
