Generally, they're given that sort of material translation by the committee working on the anime. If anybody's to wholly blame for naming trends, don't blame FUNi. The naming is intentional on Kadokawa's part. I think it would be neatly sneaky to have actually subbed it as Tohru, but eh. Official materials are official materials.
