Regarding Albertol, I want to refer to the OWC ruleset, which clearly says
To ensure valid and serious registrations, any registration and change will be checked by the Tournament Management.
* The Tournament Management may reject registrations due to insufficient gameplay abilities.
* The Game Administration may reject registrations due to the violation of the Terms of Services
And moreover:
The total amount of teams is 32.
Any discussion about this is unneeded. Please consider, that the ruleset nowhere says "first comes, first serves" anymore, unlike the previous OWC. This rule has been removed.
Anything you need to know about this tournament is clearly stated in the ruleset. Anything that is not written down there is not in effect. Therefore, assuming that there is a "first come, first serve" while it is nowhere clearly written is not possible.
tl;dr: read the ruleset.

I never said that. I only said that the OWC has 32 teams, therefore I only answered the first question, not the second. I didn't answer the 2nd one because it was not decided yet.
