So the hitsounding here is a bit confusing for me, since you're using a lot of normal-hitnormal overmaps where it doesn't match the drums well, and in other places your hitsounds skip drums really inconsistently. Here are two main points that I'd take a good look at and consider to adjust the hitsounds with:
I'd start by switching the base sampleset to drum, since drum-hitnormal fits much better as a base hitsound for this song. You'll want to change your whistles and finishes to soft sampleset addition where needed most likely.
I'd keep normal-hitnormal only on the snares. The drums differ slightly in some of the sections so I'll explain a bit more:
In the first part, from 00:06:125 (1) - to 00:22:277 (1) - there's a snare on every 1/1 beat so the normal-hitnormals should only be on white ticks.
In the second part from 00:22:277 (1) - to 00:28:150 (1) - , there are only snares on beats 2 and 4 so I think your current hitsounding is fine. However, I would suggest to decrease the volume to 50% to provide better volume balance for the calm section. You could even have the base sampleset stay as soft here if you think drum is too noisy here.
In the third part from 00:28:150 (1) - to the end, the snares are every 1/1 beat again, and your hitsounding in this section is missing a lot of spots, both in the melody and the drums. At the very least I'd recommend to add the normal-hitnormals on each 1/1 to catch the snares.
As a side note, I think the drum fill hitsounding at 00:11:264 (5) - for example is totally fine and works well so I would definitely keep that stuff as-is.

would say hitsounding could use some improvement on this as 00:22:644 - 00:23:378 - snares like this etc are ignored hsing wise, my recommendation is that you add a clap onto these or somethingh similar as to give them more feedback + it would improve the gameplay experience too as these sounds would have hitsound feedback
Might be a good idea to add "Ojalin Minae Saito 斎藤 美苗" to tags.
Ojalin is her alias and she is currently known under her married name as Minae Saito. I couldn't find any sources that listed her married name as the artist for the Mega Man 4 soundtrack, so I think it's better to just keep "Fujii Minae" as the artist.
