since this is disqualified, I'll post this now to learn and try and become a better modder.

The ranking criteria explicitly states as a rule, (and not a guideline) that "Difficulty settings must not use more precision than is possible in the beatmap editor". In this case, it is possible to set the approach rate to 0 with the beatmap editor, but not the circle size, which is capped at 2.

I also know that, while unconventional, there are plenty of precedents for low/high CS maps that got ranked (e.g https://osu.ppy.sh/beatmapsets/1214702#osu/2528035 with the lowest difficulty being CS0 and the highest difficulty being CS8). But my question is how did we allow these types of maps to get ranked in the first place when the ranking criteria explicitly prohibits it?

I believe that rule refers to decimal points when it says precision, i.e. no more than 1dp
