you asked for a rather generic mod, so I'll try my best at highlighting the main problems c:

Normal

1. Avoid overlaps as much as possible during lower Difficulties:

00:01:146 (1,3) - 00:08:557 (1,3) - 00:21:263 (3,1,2) - these ones are examples

Overlaps tend to looks messy and unpleasent to look at, and they can often lead to confusion when blocking a slider's path for example

2. Try not to skip downbeats/put them on slidertails:

00:43:145 (3) - 00:44:557 (5) - 00:02:204 (2) -

these downbeats feel very dominant and powerful, thus skipping or putting very little emphasize on those feels odd

3. Use Distance Snap!

This is pretty self explanatory. Lower Diffs should always use constant DS (say for some minor inconsistencies if it really helps with the flow). I think you've been using it most of the time, there are some inconsistencies though.

4. Try curving your sliders less:

01:12:440 (2) - 00:19:851 (1) - 00:21:969 (4) -

These CAN work with certain patterns, though I think just using them like you do looks rather unpleasant. This might be more of a personal opinion, but I think that you'll see that sliders like these rarely ever find use in beatmaps.

These are a few generic tips, I'm hoping they'll help!

Insane

1.Think about how what you want to emphasize when implementing jumps

00:02:028 (3,4,5,1) - take this pattern as an example. 4 -> 5 is a jump, which is fine I think, but 5 -> 1 is not spaced out at all, even though the downbeat on 1 is very high pitched and strong, thus making this feels unfitting

2. Do not overmap!

00:13:587 (5) - 00:19:234 (4) -

There is no 1/4 in the music

3.Flow:

It's hard to sum up the idea of how flow works (not that I'd be able to do this anyways haha) but generally speaking, try following your map with your cursor in the editor. If something feels weird or unnatural, the flow most likely is bad.

Also I recommend setting the preview point to 01:03:263 - it's the start of the climax of the song

    00:15:087 (6) - Slight overlap with 00:15:616 (2) -
    00:17:028 (2,3) - Again, I would suggest making these parallel to be more aesthetically pleasing.
    00:18:616 (2,4) - Overlap
    00:26:028 (2,3,4,5) - Keep the spacing consistent. DS?
    00:24:793 (3,4) - I wouldn't stack these. Maybe make these hit circles a slider.
    00:35:734 (1,2) - Really bad overlap. Either stack (2) (not recommended) or space it out.

Firstly, try use equal spacing between notes when it's necesarry (in jumps especially). Examples: 00:05:910 (2,3) - here , 00:05:910 (2,3,4,5) - spacing between 2nd and 3rd note is equal to spacing between 4th ant 5th? Err... really, it's a little bit bad, you know.

When passing your double-noted jumps I feel like moving my cursor or something. Action, you know. For example: 00:13:498 (4,5) - not critical at all , 00:14:557 (3,4,5,6) - two in a row? add action, there're no purpose in freezing your cursor. Try not to forget about it.

I liked the Cute Naruto background and agree that a cute background would fit the song. I could have something less childish, but something like the background you showed expresses the kind of "fun" that I'm looking for in a background image. The use of many vibrant colours is probably one of the things that makes the background good for the song.

However, this is an ending theme to Naruto Shippuden, which has more of a darker feel to it, so I'll be looking for a background image with less childish appearence aswell

For now I'll be using your background image :)
(if I end up using it when I'm going for ranked I would appreciate if you could remove the small text in the top corner)

Regarding your background image, I liked it as more of a darker themed background image that represents Naruto Shippuden really well.
However, for me this song is a break away from the dark theme of Shippuden. Therefore I still think a more childish background with vibrant colours fits better.

If I change my mind regarding the theme of the image(which I'll might do) then your background is definitely better then my old background :)
