what do you mean with "2015 osu default blue background with the purple thing going through it"
and do you mean you want to hear "welcome to osu" when you open your game I assume. For that just make sure that its enabled in the options and that the skin you use doesnt contain any welcome.mp3/wav files

However, I can't find a seperate skin of it. Right now, I think the only way to get the skin is to use the 2015 client of osu!

Its always possible to extract the image from the osuui.dll aslong as you have exit to a 2015 version of it
