There isn't really any way to animate the hitcircles like that, although you can make the files themselves (hitcircle.png, hitcircleoverlay.png and, if you want, approachcircle.png) have a rainbow texture, or alternatively, make the combo colors ("Combo1-8" in skin.ini) appear as colours of the rainbow.
