[Unsolved] Removing the flashing bars that play on the sides of the menu screen

I'm sure these flashing bars on the side of my menu weren't always there so I'm wondering what caused them and how to get rid of them. I think it might be related to a skin.ini command after scouring through all the skin.ini templates i quit and come here. A small video demonstrating the bars that play along to the beat of the song is linked below.

You probably just didnt notice them. These flashes are not noticeable with bright menu backgrounds, but they are still there. It is not possible to get rid of them
