Hi, I've been getting into skinning and I am interested in skinning elements like the blue bar at the top of the song selection screen. If anyone can provide information on how to do that, it would be appreciated.

You need to use selection-osu-small to skin the toppart. Just take the mode small from a skin that has the topaprt skinned and tracing over it.
