Nope. The HC cant change during gameplay
In theory it is possible using the instant fade hc trick. Take a look at WubWoofWolf's skin or osu player84's skin

yes. there are a few ways.
1: you can make sliderstartcircles different from hitcircles.
2: you can make hitcircles transparent and use HC sized defaults to mimmick the hitcircles and have them of different shapes.
3: not exactly what you want but you can animate hitcircle overlays to have them change during gameplay
