Sorry!You read it wrong. What peppy meant is that if you want to change your name to one that's already taken, that other account must have less than 100 plays.

The name change feature has always been restricted to users who donated (and can only be used once)
The peppy-quote above are conditions for someone *else* to essentially take over some inactive user's name. They must have not played the game significantly (less than 100 plays requirement), and must not have logged in for nearly 2 years.
The real way to read this, if you don't play osu! often, but want to make sure you don't lose your account, log in at least once a year (pretty easy) and/or get your playcount over 100. All accounts that have played at least 100 times are secured from having their names stolen.

They did not actual have any laptops or PC-value; however, the point was not focus on the PC-values. But, they did ensure their accounts could not be deleted or "stolen" by any other users.

It's not that I think this because it could benefit me if this was changed but, having to wait almost 2 years to be able to delete a never-used account is a little too much, I'd understand if the guy played like 50 maps and then quitted but, come on there are many accounts that were never, ever used and certainly won't really be used since the one who registered it probably doesn't even remember it's password. Okay, so I've just donated, now I'd like to change my name. Only question: I have a beatmap which i want to submit soon, but it still has my old name in it. Will it change automatically in the map file or will I have to do it (and is that comlicated)? Should I change my name before or after uploading the map? Sorry, I don't know much about this.^^
