He may very well be, using HID + FL is a pretty hard thing to do (and on his replays, he doesn't even need to search for the notes, I wish I had that memory). Also, players have told me they've seen the person miss a note while in spectator mode, then their note counter just goes back up to what it was before they missed, so they receive a full combo.
