I looked into this issue and the new VBO code requires a higher version of OpenGl to run. Your graphics card needs to support at least OpenGl 1.5 in order to run the current code implementation. I believe that while the Intel GMA X3100 supports OpenGL 1.5 at best, since I have older driver there's a chance that my GPU is not capable of running OpenGL 1.5 engine. Unfortunately though, I can't update my driver provided by Intel because it'll cause random BSoDs when running a game, and the laptop manufacturer already stopped supporting driver updates anymore.
In any case, I'd probably get a new computer anyway since this laptop is pretty old and have compatibility issues with modern applications nowadays.
