You'd want your sanshiki on your escort fleet, as they'll be the ones that enter night battle if needed, to kill the boss. On your CVs, Dive bombers will not be able to hit the boss as she's an installation type, so equip them with torpedo bombers instead. I've never really used radars for CVs, and generally I'd say use green planes instead, for more AS. The boss requires 228 (258 for final kill) for AS, so if you can reach that amount, it'll make your fight easier overall as you'll be able to perform day-time cut-in and double attacks. There is an overweight penalty for using 46cm's on Kongou-class, which reduces accuracy. You might want to consider using 41cm (although they're still overweight iirc.) as combined fleet lowers accuracy of your ships. Also, depending on how well you do with your low lvl CVs, consider using CVLs instead of Kaga and Katsuragi, if you have higher leveled CVLs lying around. They'll cost less to sortie as well.

For your escort fleet, I would go with more torpedo on yukikaze mostly because of her high cut-in chance during night battle which might help you cleaning up enemy escort ships so your main ones can focus fire on the boss (since the torpedo won't be hitting the boss). I don't think Mogami sends out those planes during combined fleet either, so you should replace one of them with a sanshiki. Also equip another main gun on Mogami instead of the 8cm? The other sanshiki should go on kongou, although I guess there's the fact that you haven't kai'd Kongou yet. Other than that, AA cut-in will definitely help, but I'm not sure if you want to equip that or not vs. just going with regular double attack setups for your DDs instead. Do you have the 10cm + FD? Since it'd help a lot to not have to waste a slot for the FD only. Also equip an air radar if you're going with the FD, as that'll increase your AA cut-in rate.

You should go the BFEM route, as there's no real reason to go F->I.

I think your best bet to clear the most maps is to spend 1-2 days now to lvl up kongou a bit, and maybe your CVs if you don't have any CVLs. Check E5 and E6 fleet recommendations and lvl ships that you lack, and while doing this, run expedition 2, 3, 5 for resources. Possibly 6 if you're really low on baux, but generally you won't be using a lot of baux compared to your other resources, so you can rely on natural regen.

Might be a bit tough to get through E6 with your current amount of resources and buckets though, but good luck.

From what I remember, using no more than 2 main guns regardless their caliber (even 46cm) doesn't give any overweight penalty on Kongou-class.
I'd like to add some help to the stone though.

For your CVs, it's best to have 2 fighters (green planes) and 2 Torpedo bombers (blue planes) since the boss is immune to dive bombers. (as CXu already said, sorry for repeating it) Don't forget to put fighters on your highest plane count to benefit the best possible fighter power as well.
For Shimakaze, just go for a double high angle gun setup since her luck is low. (unreliable for cut-in procs, unlike Yukikaze) It's better to have 2 consistent attacks than a hit-or-miss thing.
Also, in case you manage to Kai your BBs, try to get some Type 91 AP Shells to help them raise their firepower. (these things have armor-piercing properties, but seeing the map, Sanshikis are still better for an extra punch of damage.)
With only 7 days before the event's closure, I doubt that you can make it to E-6 or get some new stuff. Anyway, it's always worth to try until the very last moment, especially at a low level like yours.

Out of how many runs... only one succeeded, but Light Damage dealt to the boss. I lack 2 Kyuuichishiki and poor defense.

I also have no idea about the proper formations for each node (FGIMO route)

You don't have to use 2FBB. The routing for surface fleet starts at node F as long as your fleet isn't all fast ships. If you aren't, try getting AS at the boss, as it'll help you out during day battle (if your BBVs are Fusou and Yamashiro kai ni this shouldn't be too hard together with Kaga). Other than that, I'd say try using boss support. The last kill is a bit of a pain, and you'll probably need some luck, but if you can get a good support expedition attack (taking out some DDs or dealing damage to the BB or whatever), it'll make the night battle easier.

For the night battle, I guess you should go for double attack setups for your ships. CLTs still deal a ton of damage if they don't miss/scratch damage, so if you can deal with most of the enemy escorts before night battle, you'll have a pretty decent chance.

It's supposed to tank the preboss NB node and possibly get to red, that's why people put damcon on them.

The thing is it's fairly unlikely for the boss to sink them, so you won't end up using a damcon every single run. If they get hit to red on the first node then that's iffier and you should retreat if you didn't bring 2 damcons

1CVL should be more than nough for E5, or 1CV1CVL at best. You need more NB firepower to sink the boss. Replace them with BB or CA with Sanshiki

BB: 3 main guns and a radar
CV: 3 red planes and a radar

Or you might have some with sparkle lying around from pvp or something. Also I've usually gone with 2xguns + 2xradar for BBs, and 2xred planes + 2xradar on CV and 2xgun + radar on DD.

First of all, i got no AP shells, second, i don't have any more FBB other than lv6 Haruna, I don't have enough resources and time so i can't kai her
