Let's talk timing.
Right now there are two sections with problematic timing, 00:36:050 - to 00:52:850 , and 01:24:050 - to 01:29:450.
The first part's timing is an issue is because the beat is being carried dominantly by the vocalist (who is imprecise), and the piano (which is also imprecise). The clearest moment would be at 00:40:850 - , where the piano is horribly late compared to the metronome.
Basically this first section loosely follows the metronome, being off up to ~25 ms because of how imprecise it is.
The second part's timing has a different issue. While the vocalist is imprecise as always, the background has more digitally produced sounds, so theoretically it should be on the metronome. However, these sounds have a large attack, that is, buildup to the sound's perceived beat. The strings in the music take much longer to reach their perceived beat than the song's other percussion does, therefore the metronome sounds way way earlier than it should be.
This section is off up to about ~30 ms because of that.
So to recap, there is a section that fluctuates up to 25 ms, and a section that has problems with attack up to 30 ms.
There's a lot of imprecision in the song for these parts, but the Expert difficulty itself demands extreme precision with its high OD setting.
Demanding precision from the player is not a good idea here, as the song does not have the precision to go with it.
