Wrong, Net Ball or any other Ball cannot "stack" their effectivity, thus only replacing the chance with a higher one if there is one available, which is replacing the Net Balls chance towards Bug Types (in this case x3) with the effectivity against Water type = x3.
What has changed? Nothing, it basically overwrites the first effect with the second thus not stacking it.

PS: Surskits catch rate with 100% HP @ Net Ball without it having status ailments is 78,1% eitherways.
FYI Surskit has a catch rate of 200; 255 being the easiest to catch
(Magikarp, Feebas etc. as an example) and 3
(mostly legendaries, excluding Beldum) the most difficult.
TRIVIA: Surskits catch rate can be upped to 100% always, with full HP, no status ailments by just using a Quick Ball at the first turn.
ANOTHER TRIVIAL THING: Quick Balls has a capture rate of x5
(first turn) which is currently the highest capture rate for an pokeball that can be bought in the game since the introduction of Pokémon Black and White.
