The change in time regarding DST isn't during the winter and summertime, it actually takes place during the spring and again in the fall.

However -11 is still a viable way to calculate the appropriate time, but I'm going to keep this explanation to the point and not explain this). +13 of 22:00 moves the match in your time over the midnight mark; essentially your match is at 11am on Saturday, November 24th. If you look at the Group Format spreadsheet, you will see that the time listed is morning of the 24th @ 11:00 GMT (+13).
