you can fill an entire beatmap with 1/4s and claim it fits with the music as and as long as it does not violate the ranking criteria, you could effectively claim it is rankable. does that mean it is a good idea to rank the map? hardly. in platinum's case, more than half of the jumps that i saw had only loose correlation with the song (there were some very well placed ones though) and practically everything decent in the map was completely overwhelmed by the unrelenting 1/4 streams.
and then outside of platinum, you have this well-adjusted and finely constructed mapset. 15.6mil score in 87s speaks volumes.
