192kbps would be a significant upgrade here.
Additionally, the volume was increased for some reason, making it sound really harsh and causing clipping throughout the song.

It currently breaks both of those, and there's no reason to keep it at 128kbps when the artist gives out a free download directly on their soundcloud.
I see no reason to use a lower quality mp3 just because it was not found as a problem before. The artist quite literally offers the song for free which anyone can download. This should not be pushed forward with a sub-optimal mp3 as this would be in violation of "Try to find the highest quality source file available". The rules should not be broken in this case, I highly recommend you change your mp3 to a higher quality.

Actually I just worried with this. My reason don't want to change this mp3 is I'm too lazy to re-snap all the timing points and the notes (1/4-1/5-1/8 all at this map) ._. But I find you're right that's offset wouldn't even need to changed here.
Also why you always come here when the map get nominated or qualified only? XD
I think BN's is feel familiar with you and why nomination step not start by do a mp3 request to you before it get nominated or qualified so the nomination doesn't get reset? I think other people might be upset if you always suddenly come like this (not for me, I just lazy to re-snap all the timing lines and notes XD)
It's a bit hard for me to check audio quality myself with my bad audio driver + headphones, when I played it, it sounded fine to me. That's why I only checked the bit rate and moved on, didn't think it would be an issue.

00:57:190 - This redline should be moved to 00:57:658 - instead, and so you could delete both 00:58:361 - and 00:59:532 -

Be careful that some notes might get unsnapped after these changes, so make sure none of the notes are unsnapped. AImod is useful for such cases.

You wrote "progresive" in the tags, it should be "progressive". Please fix it. You should also add "instrumental" since it is an instrumental music and genre should be added to the tags.
I don't see "progressive" in the tags, also you should remove "kaede" since it's literally the song name.
I don't think moving the background is a good idea for this map, the "Scythe Dee" doesn't fit the area as of now. Try using 0 instead of 50 (you can check the file for that where it says 0,0,"Latar belakkang.jpg",0,50)
