The current MP3 is fine, while changing it to an ogg would indeed improve it a tiny bit it's neither audible nor a big enough difference to hold off from nominating this set.
If this MP3 isn't good enough, that means a large portion of the MP3s in the FA listing aren't either.
Almost all of Camellia's songs have a lot of clipping and that's whatever, they're meant to be loud just like this song is.
If this amount of clipping was present in a calm song, then you'd be right and it'd also be audible.
A lot of these things have to be handled case-by-case and shouldn't just have the same treatment assigned to them.
Similarly, there's songs that should be encoded to a bitrate lower than 192kbps due to none of the instruments used reaching a high enough frequency to warrant a higher bitrate.

I highly recommend confirming by ear when rising audio-related issues.

went through the whole map on normal speed when i modded it and then whenever something sounded really off to me i stopped and replayed it a few times in a slower speed
