Bascially in those instances, the bpm is halfed or even lowered to 1/8 of it's regular bpm.

You can set the greenline SV multiplier to NaN by editing the .osu and that removes all the sliderticks. After that you can use redlines to change the SV with BPM.
For instance if your slider normally has 2.5x SV and 120 BPM, you set the SV to NaN and the BPM to 2.5x the BPM so that is 300 BPM.

One way to remove slider ticks is to add an image with nothing on it to your beatmap's folder and renaming it "sliderscorepoint". This should change all sliderticks in the map to that image. If you want to get rid of audio as well you can add audio files with no sound to your folder and rename them "normal-slidertick", "drum-slidertick", and "soft-slidertick". After that go to your Song Setup and go to Audio then checkmark the box labeled "Enable custom overrides".
