I took my personal skin which has elements from numerous different skins and put toad all over literally everything. Is this still considered a mixed skin since everything has been changed into toad/bup? I felt like I should ask before posting it

Yes. Putting elements from different skins and compiling it as one is obviously a "mix" of skins.
Editinv/Recolouring doesnt make an element yours.
