osu! is safe, and it's most likely a false positive, or you have other malware / malicious things going on and fucking with osu! or the download.
Make an exception for it in your antivirus or loosen the strength of it (I know some AV's allow different "levels" of protection and how strict it is.) I don't suggest disabling it completely however.
