The subject explains it all... A .gif for skinning. Could be used for everything.

Have glittery circles in Std & Taiko! Have sparkling fruit in Ctb! Have Dynamic notes in Mania!

This could also be used to have a short clip as your menu background & to have a skin that is more... alive :D

This can be achieved already in skinning though!

Simply suffix a skin element with number values and osu! will loop through them. Some more details here.

It's better than .gifs since generally .gifs have a trade-off in color quality for their animation.
