As CXu said, all lolis are made equal, but I'm particularly fond of Aisaka Taiga (my otaku life awekened with Toradora after all), Chino Kaffu (since Gochuusa is best loli show) and Shiro from NGNL just because she's a mastermind.

I'm not really into anime girls, but if I had to choose a loli as a friend I'd take Oshino Shinobu from the Monogatari series.
