Your soft-hitwhistle is silenced what is Unrankable.
Also your soft-hitclap had some silence at the beginning, i cut it for you.
As solution for the Silenced hitsound i give you the default soft-hitnormal, if you like it you can use it, if not you still have to replace soft-hitwhistle to something audible.

Your Offset is wrong! Who ever give you this Offset.. its totally wrong. The Mainbeats are not on a white line o.o

He told me the offset should be 00:00:912 - (912) so it was right.

I Apologize to give you wrong Offset. I was so confused that the half song wasn't on a Mainbeat, be he tried to explain me this.
