Me and my friend deciced to make a modding queue.
The problem was that he couldn't change anything when I was online -> Too many Request's

It would be nice to add 'Collab Forum Rights' -> Less problems.

Idea

Left to the 'Edit' button should be 'Give rights' and then you just need to fill in the player's ingame name.

What do you think about that?

Not necessary.
Just state in the opening post that the queue is shared. Your friend can just post "closed" and from there on requests will be ignored, simple as that.
I also think you got something in your OP wrong -> he couldn't change anything when you were offline. While you're online he can just tell you to change it, naturally.
