delete your .osb file and full submit
you need a easier difficulty to get this ranked (preferably under 3 stars)
timing feels a little wierd to me, but that might just be me :P

Add NoHItter and animask to the Tags of all difficulties
Timing sections that change volume and sampleset must be at least 1/4 behind the note. Change it.

The Offset is off, but you need a new mp3 anyways, because...
