How does the osu! ranking system rank equal scores?

As far as I can tell, it's "first come, first serve" the first person to submit the score will hold the higher ranking place.

As far as I'm aware, as long as both players have the same score, the higher position will always be awarded to whoever set the score first, and I don't think there are any exceptions to this.
