Add mini scoreboard to pending/graveyard beatmaps.

mini scoreboard
- It does not affect any stats in profile.
- It shows only top 10.
- It does not support the replay.
- When a beatmaps is updated, all records are deleted.
- More functions to osu!supporter. (example: Only osu!supporters can view the mini scoreboard in the game.)

If it's added, people will be more interested in the unpopular maps.
