When typing offensive words or in another language or even typing in the same message, popup a window where users are warned. Just to reduce mutes and help chat moderators and make osu! chat cleaner.

there is the option to filer offensive words (only in english).

what I mean is a warning popup, well fine ignore the offensive words thing. But when typing in another language, this could greatly help.

use common sense.
if you dont want to get silenced, dont say offensive words. a popup really wont stop people from saying them anyway

how about like a thousand more newbies who doesn't know that #osu is an english only map?

Speak only in the language designated by the channel. #osu, #lobby, the #mod* channels, and other "child channels" of #osu are English, as English is the primary language of the game. The language in other language channels should be self-explanatory: speak Chinese in #chinese, Japanese in #japanese, French in #french, and so on.
  1. Please note: English is occasionally spoken in the non-English channels. This should generally be avoided for the sake of channel cohesion, but is necessary at times as English is a universally understood language among staff members.

you can not use "i didnt know" as an excuse.

This will not work as well as you imagined. Trouble makers will make trouble, one way or another. This will actually help them probe the filters.
